Out-of-Area for Military Instructions

If you (or a family member) and your Georgia-registered vehicle are temporarily located well outside of the 13-county emissions testing area of the state of Georgia due to military obligations you may be eligible for a Military Out-of-Area Extension. If you are unsure whether you or your vehicle are considered “well-outside” the 13 covered counties, please review the “Georgia Counties Within Driving Distance” and “Bordering States’ County List Requiring an Inspection” documents or contact GCAF at 1.800.449.2471 with the location of the school or business.

Applying for an Out-of-Area Extension

Out-of-Area Extension Applications may be submitted electronically or alternatively by printing the required forms, and completing and submitting them in-person at any GCAF Customer Service Center. GCAF does not accept emailed applications.

Required Documentation

GCAF only accepts documentation in English; documents in other languages will not be accepted. Additional information may be required in order to process the Out-of-Area Extension.

The following documentation must be submitted when applying for an Out-of-Area Extension.

  • A completed Out-of-Area Extension Application. Note: A proxy may submit the completed Military Out-of-Area Extension Application and necessary documentation on behalf of eligible applicants. If submitting by proxy, the application must be completed and signed by the proxy. The proxy must also submit a copy of their driver’s license.
  • Scanned copies of the following:
    • Proof of ownership of the vehicle (in the form of a copy of the vehicle’s Georgia registration or renewal notice (current or from last year), or the vehicle’s Georgia title).
    • Proof the vehicle is out of the area. Examples include a vehicle emissions/safety inspection report, traffic citation, parking decals (the location must be present), repair receipt, completed Vehicle Verification Form, or a statement from local, military or campus police/security (as applicable). A “statement” must be on the source’s letterhead with contact information, indicating the vehicle is out of the area. The documentation must identify the VIN, year, make and model of the vehicle, and contain information that demonstrates visual or physical confirmation the vehicle is located out of the area. Documentation must be dated within 60 days.
    • Proof the vehicle owner or family member is out of the area for one of the following reasons.
    • A copy of military orders which identify the applicant (current or original can be up to four years old) or a letter from the commanding officer on military letterhead confirming the vehicle owner or family member, and vehicle are located out of the area.
    • A copy of a current military ID is also required. If the ID cannot be obtained, the extension will be processed as business.

If you are out of the area for a reason other than those listed above, document your situation for being temporarily located out of the area, then email it to, along with supporting documentation, for GCAF consideration.


Please allow three (3) business days for processing applications. Applications are processed in the order in which they are received. The applicant will receive a confirmation number for an online submittal to acknowledge a successful transmission. Please use this number when referring to your application. The applicant will be contacted once the extension is processed. NOTE: If the applicant fails to upload the correct documentation, they will be contacted. In this case, when the correct documentation is received, the processing time resets to the times outlined above.
