Out-of-Area for Student Instructions

If you (or the driver) and your Georgia-registered vehicle are temporarily located well outside of the 13-county emissions testing area of the state of Georgia due to school obligations, you may be eligible for a Student Out-of-Area Extension. If you are unsure whether you or your vehicle are considered “well-outside” the 13 covered counties, please review the “Georgia Counties Within Driving Distance” and “Bordering States’ County List Requiring an Inspection” documents or contact GCAF at 1.800.449.2471 with the location of the school or business.

Applying for an Student Out-of-Area Extension

Out-of-Area Extension applications may be submitted electronically or alternatively by printing the required forms, and completing and submitting them in-person at any GCAF Customer Service CenterGCAF does not accept mailed applications.

Required Documentation

The following documentation must be submitted when applying for an Out-of-Area Extension. Additional information may be required in order to process the Out-of-Area Extension. Note: GCAF only accepts documentation in English; documents in other languages will not be accepted.

  • A completed Out-of-Area Extension application.
  • Copies of the following (scans, camera photos, etc., are acceptable but copies must be completely clear and readable):
    • Proof of ownership of the vehicle (in the form of a copy of the vehicle’s Georgia registration or renewal notice [current or from last year], or the vehicle’s Georgia title).
    • Proof the vehicle is out of the area. Examples include a vehicle emissions/safety inspection report, traffic citation, repair receipt, completed Vehicle Verification Form, parking decals and permits (must be dated/time-stamped and include location), or a statement from local, military or campus police/security. The documentation must identify the VIN, year, make and model of the vehicle, and contain information that demonstrates visual or physical confirmation the vehicle is located out of the area. Documentation must be dated within 60 days.
    • Proof the vehicle owner or driver is out of the area for academic reasons. Examples include: a current student transcript, student registration, tuition bill, or completed Student Verification Form (GCAF recommended). Documentation must identify the student and the school as well as show that the student is currently enrolled. Documentation must be dated within 60 days. 

NOTE: If the driver of the vehicle has a last name that differs from that of the registered owner, then the registered owner must complete the Permission to Drive Vehicle Out of the Area Form.

If you are out of the area for a reason other than those listed above, document your situation for being temporarily located out of the area, then email it to, along with supporting documentation for GCAF consideration.


Please allow three (3) business days for a response.

NOTE: If the application is complete, it may be processed within three business days. If the application packet required by the extension, exemption, or waiver does not contain all applicable documents, is missing requirements, or if any information is not verifiable, the applicant will be notified and the waiver will remain “pending” until the requirements are met.

Documents submitted or re-submitted via email may take up to three business days to be attached to the application for review. Once documents are attached, an additional three business days may be required for processing.

Applications are processed in the order in which they are received. The applicant will receive a confirmation number for an online submittal to acknowledge a successful transmission. Please use this number when referring to your application. The applicant will be contacted once the application (or extension, exemption, or waiver) is processed.

The applicant should remember to check his or her email and voicemail for correspondence from Georgia’s Clean Air Force for application’s status after three business days have passed.
